Need some help with a movie.

I never seen this movie, but I saw the VHS box cover for it like 35 years ago and it has always stuck out in my head.  Don't remember the title and I'm sure it has never come out on DVD.  It shows a young girl with short black hair chained up by her wrist in what might be a basement. I think she's wearing a blueish shirt with her mid section covered in blood.  Kneeling in front of her is a balding man with a red flannel shirt on and a bucket in front of him on the floor,  which, I believe, was used to catch the blood.  Maybe late 70's, early 80's. I know, not much to go on, but can anyone help?
