Looking for Two WaterThemed Monster Movies

Anyone know either of these two movies:
One may have been an adoption of Shadow Over Innsmouth which featured the water monsters dwelling in a half- submerge building. I recall being impressed with the sets and costuming of the creatures and would love to see it again.

The other is a grade B " mad killer" movie about a guy who sinks people in a lake and then treats the bodies like they're a garden of some sorts. I remember seeing it on a late late feature back in the early 80's.
