Media format is not supported?

For the past six months or so I've not been able to download my Photobucket images to Pictures on my hard drive. Moreover when I try to upload any Photobucket image into a Photobucket album of my own using Photobucket's own URL for the image, I've been getting "Media format is not supported" messages.

What the hell does that mean? What's wrong here? What can I do? 

Here's an example of a Photobucket image that I can't do anything with:

Because I've been stymied at every turn in recent months, I can no longer get rid of the annoying Photobucket watermarks using my previous methods.

Yes I have a paid account. There's no watermark on the images in my own albums. What I like to do though is upload other members' Photobucket pictures into my own albums which gets rid of the watermarks. But I've not been able to reload those other Photobucket pictures into my own albums lately! What really bewilders me is Photobucket's message that its own older pictures are not supported.

It's being saved as a "WebP image" as opposed to a jpg.
I've been noticing this quite a bit lately. For some reason I can't save any WebP images. If I want to keep it I "right-click Copy" and paste it in Paint or some such program then save it as a jpg.
