The town operator is being told by the sheriff to call everyone in the middle of the night and alert them to the danger.  (Hard to find many images from this film that do not scream out what movie it is.)

By the way, this is how the foreign Blu-Ray of "The Monolith Monsters" is being formatted.  They claim that Universal filmed the movie with an intended aspect of 2:1. - with the expectation that smaller theaters would opt for what was then an accepted standard "modern" ratio of 1.85:1.
