Is it THE TERROR?
No, the film is more than 20 years earlier.  I own the original publicity photo this scan was taken from, have not seen the film, and know only that the photo was altered slightly, but importantly, for use in a newspaper.
If you want to view Paradise, simply look around and view it.

Before 1918?
I was thinking you meant the 1963 THE TERROR starring BORIS KARLOFF and JACK NICHOLSON

The 1938. Kinda looks like the guy in the poster.

I seem to have temporarily run out of stills to post for this subject.

For now, I'll leave you with this:

Maybe someone can come up with fitting title.
Monster Of Piedras Blancas (1959) photoshopped with the CFTBL's head in the Monster's clutches. It would have made a fun monster battle.
ALWAYS MONSTERING...

No, it's not from RETURN OF THE TERROR, though there is a very strong resemblance to the RETURN OF THE TERROR poster, intentional I think.  And I will advise that the minor but important alteration by the original newspaper that printed this photo was the addition of fangs with editor's paint.  The original figure sure tried to look like RETURN OF THE TERROR, but, alas, the film this is from is after 1940!

Monsters For Sale

I haven't seen "The Terror", Return of the Terror" OR "The Lady and the Monster", but I think I'd like to.

Amazon offers only "The Lady and the Monster" - and that only as a free download to Amazon Prime Members.  The description looks interesting: an earlier version of "Donovan's Brain".

THE TERROR is available on an Alpha DVD (oldies.com).

You can find grey market DVDs of THE LADY AND THE MONSTER. Assuming it's still under copyright, otherwise it's just a PD DVD.

You sure don't.   :D  Other than resmblance, I don't think this film has much to do with the TERROR series.
