Someone having a bit of fun during one of the restorations?  Or is HR Geiger older than he looks?

That is on the National Cathedral in Washington DC.  Saw it several years back--so high you almost need binoculars.  The best part: he is on the Northwest tower, which gets the least direct sunlight.  So--he is on the Dark Side of the Cathedral!
