At first, I thought that was a boxing ring.  Then I saw the women and assumed it was a fence.

NOW I SEE IT!  I remember the movie well.  The "Ferry" was pulled along over a fog-covered stage floor.  It became obvious when the little craft never tilted as it would if it were on water - not even when people were getting on and off at the "shore".

Fun movie.
