What kind of glue is this?

It's clear and rubbery and easily peels/rolls off of most things, even paper. I want to use some, but I don't know what to buy.

It seems like you're describing rubber cement, the type you can buy from a stationery store.
Incidentally, why would you want to buy glue that doesn't stick well?

If I remember correctly, you brush on rubber cement, like paste. I think this might be some kind of silicon glue. Did you ever get a fake credit type card in some junk mail? They use this kind of glue to stick the plastic card to the sheet of paper with the info on it. It's never gonna fall off, but it's not that hard to pry off.

Try some used chewing gum.  Easy to find under any table at a restaurant.  :)
