Even I have Recently found the color Phantom at my local Target.  Just yesterday pawing through the lower shelves, searching for new Neca, looked above, and there was the b/w Creature hanging on a peg, in a pristine, minty box.  It is home with me now.

I stopped ordering from them when they closed their store and went warehouse direct shipping. A product I ordered arrived looking as if it had tangled with the Hulk and they weren't very helpful getting it resolved. Tried to use the old "we don't guarantee mint packaging" line, when the thing was utterly crushed.

Sad part is, I had been a customer for years, and actually used to talk to the owner at shows. He's a nice fella.

If I were to hazard a guess, I would say they may offer it as an online exclusive. Possibly in conjunction with another online presence. Like they did with the Remco Monsters Masks.
