Welcome to the UMA, dbone828 !

Universal does, apparently, still hole the c. on THE MAN WHO LAUGHS. Their copyright and logo appear on the KINO box.

Universal also owns The Spider Woman Strikes Back, The Cat Creeps, Curse of the Undead and The Jungle Captive. They just haven't released them to DVD, yet. I was hoping for another "Cult Horror Collection" with Spider, Cat, the 2 Jungle movies and another Para. horror, but it didn't happen.

I had heard about uncertainty about them owning those movies or not anymore. Why did they choose to renew the rights to those but not Phantom and Hunchback?

It was in the early '50s that they failed to renew the copyrights for Phantom and Hunchback.  I don't know for sure, but my guess would be that perhaps at the time Universal saw no potential in making any more money from silent films.  At the time, I think some film companies were even ordering for any existing copies of any silent movies to be melted down into silver.

I like the idea of another Cult Horror Collection like the one you have in mind would.

There's a few other classic horror films that were released as individual DVDs under the Vault Series banner by Universal, but have not yet been included in any box set collection:

  • Secret of the Blue Room
  • The Mystery of Edwin Drood
  • The Mystery of Marie Roget
  • Jungle Woman
  • The Thing That Couldn't Die

Yeah, I was hoping for that 2nd "Cult" set before they started releasing everything via the VAULT series (at $20 a pop).

That's what I assumed too. Which is why it doesn't add up that they didn't let Man Who Laughs (and others) into public domain as well. Now I realize that at the time they didn't realize that shortly after there would be a huge boom in the popularity of monsters. And that those would be two major movies on the list. But they had to realize they were big successes. As I recall Man Who Laughs didn't do well on original release. Plus to this day Universal hasn't made any Man Who Laughs merchandise (despite the fact it's become so popular because of The Joker).

but it would restore the many scenes where color is lost at least
I'm saying maybe they could just colorize those parts

I just meant colorizing, in general, in order to be able to copyright a film. If you're talking about The Phantom, the original tinting and hand coloring should be preserved/restored, but it shouldn't be "colorized", like those Shirley Temple, or 3 Stooges movies.
