They're not, so why pay to use other people's monsters when you have plenty of your own?

My wife and I went several years ago and had a crappy time because we paid the full admission to the park for our one vacation day allowed at Universal, and they only had a few of the rides  open.  A lot of stuff we wanted to ride was closed. My wife wouldn't go with me into any of the haunted houses either.

They're advertising everything but the kitchen sink as far as horror franchises go but not the Classic Universal Monsters but that doesn't mean they won't be present. Last time I went they didn't advertise them either but they were still represented in smaller mazes, walk around actors, etc. Us old fogies don't like to admit it but I'm guessing younger folks aren't scared by the old guard so they gotta bring in the slasher/killer clown/zombie characters.

The regular park is separate from HHN. You can purchase dual park tickets (day and night) to have access to all the rides and attractions but it gets expensive. Not all rides are open for HHN and they tell you that up front, but the HHN attractions are not open during the day either. HHN starts at 7PM and closes at 2AM, it's a whole separate deal but yeah if you don't go in the haunts you're missing a big chunk of HHN.

Pretty cool they've got Drayton Sawyer represented in the TCM maze.

This had to be 2008 or 2009, and no they did not tell us up front. I think it might have been prior to charging HHN as a separate event. Glad they changed it, because we felt like we wasted our money.
