I'm thinking it's Terry Thomas, so I'll try "The Abominable Dr. Phibes".

Nope, but it was an English actor. He did well in eccentric roles. There is a slight Van Gogh connection.

Now I remember! It's Miles Malleson, so probably "First Men in the Moon".

Don't know his connection to Van Gogh.

First Men in the Moon (1964) is correct.

The quote wasn't from Miles Malleson though. It was Lionel Jeffries as Cavor in response to the idea that the moon creatures might cocoon them like some of the selenites they'd seen. Jeffries also had a small role in Lust For Life (1956), the film about Van Gogh.
Your turn!

D'Oh! Of course it was!

Oh well, it got me to the right movie.  :)

Voice-over narration at the end of the movie. Baritone voice (one of the main cast), kind of hollow/echoy.
