The person who spoke it was Flanders (during a run-in with Wiggens), but he said "hepped up", rather than "hopped up".

im pretty sure that the vacuum foil plating method was only used during the 1950s & 60s to produce charms and whatnot. so maybe those hatchet head foil franks are legit 60s charms regardless of the mold.

ARE YOU SURE?  I am swearing its Hopped up on... and I distinctly remember it as Chief Wiggens saying FLandeers was the one that was "hopped hepped hooped"
