It is "Target Earth".

The screen capture is in the middle of Kathleen Crowley's solo walk, looking for another human being.  But it is not a post-apocalyptic film.  There are lots of people - they were just evacuated.

The whole thing was shot in Los Angeles.  Some of it along the "Miracle Mile" on early Sunday mornings, before the 1954 denizens were up and stirring.

Reviewers routinely identify the setting as Chicago.  I don't think that is right.  I don't believe the name of the city is ever identified in the movie.  I think they make this mistake because the source story, "Deadly City" IS set in Chicago.  In both stories the main male character states that he had arrived on the train from Detroit the previous day.

It's one of my favorite little films.  I can't watch it without remembering watching it in the theater as a brand new release when I was 7½.  I still see it that way.
