You know, it could be one of those cases where Adams submitted the cover and marvel had someone in the bullpen (Buscema?) change elements of it. No one was safe from this. Kirby, Steranko (!) both had art changed by someone at Marvel. Steranko's famous Hulk Annual had the face redrawn by Marie Severin, and Kirby had a Conan cover's face redrawn by Romita Sr.

Well, it could be a "many hands" thing as Illoman suggested.  The foreground figures do seem "Adams-y" -- but the background figures -- particularly Thor and the monsters just shout Buscema....

Those background figures are primarily what made me say it was Buscema. They look very much like the trolls and other Asgardian monsters that Buscema drew over in Thor. But the foreground figures of Maximus and Cap are not distinctly  Buscema - so it's possible it's a mix. Or maybe just a very strong Palmer influence. When Buscema and Palmer worked together on the Avengers again during the Stern years, Buscema just provided breakdowns, Palmer did finishes and inking.

Mike's point about art 'corrections' is well-taken. There are many instances of this particularly in the 70s when Romita became the art director. I know many a Starlin head/face was redone by Romita.
