It's a Japanese promo item.  The Universal Monsters were pit against Pepsi's Japanese character, Pepsi Man, and could be found on caps of 2 oz Pepsi bottles there were also other non-Universal monsters and 2 versions of Creature from the Black Lagoon....Which I bid on at the same time but another member here (who shall remain nameless) was bidding against me and I dropped out to procure the others.

Can't help you on where to get them, I think since I bought these I've only see 1 other cap turn up on Ebay.

Unfortunately it doesn't appear you can order from there, it's just pictures of the collection at this point.  I was so excited when I found that site a year or so ago after winning the others on Ebay and wanted to order the rest as well...no such luck.
