 I would say the Ghastly Ones are great band for creepy surf rock. Also, the Bomboras, the Cramps, The Legendary Invisible Men. There's so many. I have my own mix/playlist that includes everything form Alice Cooper to Xmal Deutschland. I posted this on here once before but on the file sharing site "soulseek", there's an awesome compilation of some really great Halloween/Monster music. It's liste under the compilation title of "A Bloody Halloween". I downloaded it and I haven't stopped playing it. If you like Nick Cave then you should check out the artist Barry Adamson "A Murky World". Return of the Living Dead soundtrack...phenomenal.

A whole lot of what I'd list has already been mentioned -- but I'll throw in "Blood on the Bluegrass" by Th' Legendary Shack Shakers as a great creepy teenage vampire cult murder ballad -- perfect for Halloween.  There's plenty more in their swamp/sideshow/tent revival/southern gothic repertoire that'd fit the bill....
