Creature From The Black Lagoon- Scales on his shins?

In some photos his shins are smooth and it others the scales cover him down to his feet. Whats the official verdict? Smooth shins or scales?

I don't think i've ever seen a picture with smooth shins, just the rows of scales. Do you remember where you might have seen the "smooth" look?
