Avenger, that one is called "Ratchet Robot".  To the right of him is a battery version known as Zoomer.  There is a repro out of the windup and the battery versions, but both are usually called "Zoomer".  I think the windup can be had for around $15.

    The robot  I had was a windup.My Dad bought it for me when I was about six or seven years old.
