Not sure whose site that is (I think I know whose stuff it is though), and if so, they indeed have the real deal.

Understand that 95% of the vintage shrunken heads that exist are non-tribal (aka not Jivaro Indian), and at the low end of their posted monetary scale (under $3k), they would be damaged, too. The one pictured appears to be non-Jivaro, but it sure is a dandy.

This is one I bought over 2 decades ago, at an auction of anthropolgical curiosities. 
Although the guy on the site say importation of Shrunken heads is legal, this is the US law regarding the importation od shrunken heads.

Section 13:7 of the Uniform Customs Act of 1953 indicates the prohibition of the purchase or sale of human body parts, specifically shrunken heads or mummified body parts.

  That this guy calims it is legal, already makes it clear he's dishonest, and I wouldn't trust anything comming from his site.
