It's set in the late 1800's. This guy has a mental hospital. He puts the mental patients on display for parties. He painted one patient either gold or silver (can't remember) and made him stand up and do something (can't remember) in front of the guys party guests while the patient died. The girlfriend thought it was awful.
.....edited by me...the bump on the log.
That's Val Lewton's "Bedlam" (1946) with Boris Karloff.
Mike is right, great film with Karloff at his best. Also the scary part is this was a real place and the events in the film really happened to some of the patients.
That's the one! I'm going to be on the lookout for it.
TVHorror, I'm sure it happened and happens all too frequently. :'(

That's a great collection!
Bedlam is actually a contradiction of the more formal Bethlem Royal Hospital, in the UK, one of the first hospitals to specialize in the care of the mentally ill. Until the advent of the "major tranquilizers" in the 1950s, there were no effective treatments for the mentally ill. Certainly no end of treatments were derived - ice water baths, insulin comas, etc. Fun times, no doubt.

How sad. :'(
