I don't recognize it right off but it is an interesting picture. 

Looks like they are getting ready to burn a witch - and one of the guys in the crowd appears to be playing a harmonica!

(They had music at witch burnings?)

It's "Guy Fawkes" day with the traditional bonfire and burning of old Guy.  Cregar disguises the girls dead body and throws it on the pile.
