I wouldn't be too sure about that. It might be more about Arthur/Joker's continued descent into madness. We could see all sorts of new quirks appear, such as his Joker Gas, killer hand buzzer, acid-squirting flowers, etc. They're already doing The Batman at WB, with Catwoman and Riddler confirmed as the primary villains. Rumor has it the Penguin may also be involved. So, a second Joker in that standalone continuity could fill the void of his absence in the regular series until they recast Jared Leto.

 I would love to see Joker team up with an aging Travis Bickle to "wash all the scum off the streets". Now, THAT'S, a super duo.
