I had never heard of that.  But by judicious application of Google-fu , inference, and deduction, the quote most likely comes from Jason of Star Command, with James "Scotty" Doohan the actor leaving after the first season (thank you, Wikipedia).

While the quote is specific to the episode in which it appears, it does have a bearing on the background of the series.
