That could be just ceramic greenware that someone hand painted and had done. Many premade mugs n such are done like that, and people just decorate them, and have them fired.

My mom used to do things like that as a hobby.

They are a generic mug that I believe was issued with no markings at all.  The plain, white bisque mug pops up on eBay from time to time and usually sells pretty cheap.  I think it was sold by arts & crafts stores or in the paint-it-yourself ceramic shops like the ones that were so ubiquitous in the 70's.  There are a few still aound today.

I have never seen the same paint job twice on these.  So I don't think they were ever sold as a pre-painted item unless some individual did a few for re-sale.

I thought that Frank looked like a ceramic painted by a fan as a hobby, also.

See the Hulk mug I got for my son , Neil, several years ago and Universal Studios:

That is from a ceremic shop. My friends wife made me one for being the best man at his wedding. The paint job was a little better (no insult intended) I have it in the attic somewhere. Not because I am ungrateful (this was 23 years ago and now sadly they are divorced) It wasn't licensed of course but the real reason was it kinda brings back memories and not good ones. But I do like it. Maybe someday I will look for it and bring it down. It is a nice piece.
