Man, as much as I love Gamera I'd still have to go with Gorgo over him as far as suit quality goes.  If we are talking about our favorite characters portrayed by men in suits then Creech, Godzilla and Gamera are my top 3 as well.

However.......  can this guy be considered a monster?  If so, he's in my top 3.  Actually, if you are familiar with the Star Trek episode, he was pretty much a good guy.  He's kind of "monstrous-looking" though:

No. I'd say the combination of him being both too sentient and really a good guy would militate against him being a monster.

Hmmmm.. the "sentient" part I might agree with although the Phantom of the Opera was quite intelligent.  But, aren't most of our beloved monsters "good guys" at least in the sense that most of them didn't ask for the horrors that have befallen them (i.e, Frankenstein's Monster, The Wolf Man, The Creature From the Black Lagoon).  I mean, they were basically going about their business when some external conflict came upon them turning them into "monsters". 

Yes, the Gorn in Star Trek was considered repulsive (or "monstrous", if you will) by the crew of the Enterprise based solely on his appearance.  He wasn't given the chance to be understand before our "heroes" jumped to the conclusion that he was evil.  That same theme of prejudice permeates many of our treasured monster movies (like those mentioned above).  Captain Kirk even mentions that he has an innate hatred to things reptilian, but doesn't know why (I'm paraphrasing here, folks).  So, prejudice is an underlying current in the great Universal monster movies and also in this Star Trek episode.  So, the Gorn experienced many of the preconceived notions that the Universal monsters experienced and, like them, was despised because of his outward appearance.  Therefore, I would say that he's a monster... and a great one... in a rubber suit!

Considering the limited budget Star Trek had; that suit is very impressive.

Design-wise, I think those two you mention are the best-conceived and best-realized.

The Predator's mechanical mask is pretty cool.  The rest of the creature is very nicely done but the mask shines.
